Ana Cecilia Ibarra-Van Oostenrijk

Biography

Cecilia Ibarra-van Oostenrijk focuses her practice on international transactions, disputes and investigations, with an emphasis on energy industry matters.

Cecilia has acquired extensive international disputes and investigations experience while previously working with an international law firm on matters including cross-border disputes, commercial and investor-treaty arbitrations, and internal and government investigations that involved operations in North America, Latin America, the Caribbean, Europe, Africa, Russia, the Middle East, and Asia. Due to her longstanding international practice in the Latin America region, Cecilia has an extensive network of relationships in the legal and business industries throughout the region.

Prior to joining Blank Rome, she served as senior counsel for a firm in the Houston region. She also served as a regional compliance officer for North America operations and senior legal and compliance counsel for Mexico operations with TechnipFMC, a leading energy services company. In her roles with TechnipFMC, Cecilia led internal investigations, managed an international litigation docket and outside counsel in Latin America, negotiated settlement agreements, drafted and negotiated international oil and gas industry contracts with both private parties as well as state-owned entities, developed and presented anti-corruption training to employees in both English and Spanish, and routinely offered guidance on anti-bribery and corruption, trade controls, anti-fraud, money laundering, human rights, antitrust, and other high-risk compliance areas.

Cecilia is a native Spanish speaker and is conversant in French.

Professional Activities

Cecilia is an active member of various bar associations, including the International Section of the Houston Bar Association, of which she is currently serving as council member as well as vice chair, and also served as a council member from 2005–2008 and again from 2008–2011, including as chair from 2007–2008. She is also a member of the International Section of the American Bar Association, the International Bar Association, and the Association of International Petroleum Negotiators. She previously served as a law professor (1994–1995), teaching “Introduction to Law,” at ITESM in Monterrey, Mexico.
