Near-Shoring Push Expected to Boost Growth for Global Law Firms in Mexico

Demand for legal advice related to near-shoring is creating an avalanche of work for Mexican lawyers who are guiding investors through the intricacies of securing land, permits, labor, tax and other necessities for setting up shop in Mexico.

Mexico’s proximity to the U.S., its abundant low-wage workforce, and its extensive network of trade agreements have made the country an obvious choice for manufacturing projects.

This appeal comes in spite of rampant violence, corruption and a government that has sometimes been hostile toward private investment. Mexico’s electric grid and water resources are also overburdened, especially in the region along the U.S.-Mexico border.

“COVID I think redrew the maps in terms of what we’re comfortable building abroad and what we’re comfortable building within North America,” said Cecilia Ibarra-van Oostenrijk, a Houston-based Mexican counsel at Blank Rome currently assisting with several transactions in Mexico for clients who are part of the global supply chain.

Ibarra-van Oostenrijk has noticed an uptick in conversations about near-shoring over the past eight months. She helps clients with risk assessments, and often finds herself playing matchmaker between clients and Mexican law firms.
