Holli B. Packer

Biography

Holli B. Packer concentrates her practice on maritime and environmental law. Her experience includes:

  • Maritime casualties involving vessel collisions, allisions, and personal injury
  • Regulatory compliance related to the U.S. Coast Guard, Federal Maritime Commission, National Transportation Safety Board (“NTSB”), National Oceanic and Atmospheric Administration (“NOAA”), Environmental Protection Agency (“EPA”), U.S. Customs and Border Protection, Department of Transportation, and other federal and state agencies
  • International and domestic commercial contract disputes
  • Civil and criminal enforcement actions under CERCLA, RCRA, ISRA, the Clean Air Act, the Clean Water Act, TSCA, and other state law equivalents
  • Litigation of complex issues and mass torts involving private cost recovery and cleanup cost allocation
  • Environmental compliance assessments, permits, audits, and the due diligence process

During law school, Holli served as editor-in-chief of the Tulane Maritime Law Journal and as an intern for the Honorable Brian R. Martinotti at the United States District Court of New Jersey.

Before starting her legal career, Holli graduated from the U.S. Coast Guard Academy and served as a Lieutenant in the U.S. Coast Guard. Her sea-going service included assignments as a deck watch officer aboard a medium-endurance cutter that engaged in law enforcement throughout the eastern seaboard and as Executive Officer of a Coast Guard sentinel-class cutter stationed in Miami Beach, Florida.
