Holli B. Packer

Biography

Holli B. Packer concentrates her practice on representing national and multinational corporations, developers, and small businesses in both litigation and transactional matters.

Holli has notable experience advising clients regarding federal and state regulatory enforcement and compliance, sustainability, climate change, renewable energy, CERCLA, RCRA, the Clean Air Act, the Clean Water Act, ISRA, and remediation of contaminated sites. She also has experience drafting environmental elements of purchase and sale agreements, access agreements, and regulatory filings.

During law school, Holli served as editor-in-chief of the Tulane Maritime Law Journal and as an intern for the Honorable Brian R. Martinotti at the United States District Court of New Jersey.

Before starting her legal career, Holli was a Lieutenant in the U.S. Coast Guard. Her military service included assignments as a deck watch officer aboard a medium-endurance cutter that engaged in law enforcement throughout the eastern seaboard and as Executive Officer of a Coast Guard sentinel-class cutter stationed in Miami Beach, Florida.

Holli serves as a member of the American Bar Association TIPS Admiralty and Maritime Law Committee and the Women’s International Shipping and Trading Association (“WISTA”). Holli is also an alumni mentor for the Tulane Maritime Law Journal.
