The Directory consists of "the top 200 cannabis practitioners and practices around the world." Honorees are selected through an annual survey of clients and attorneys in the cannabis legal services sector and through the Directory's findings based on reporting of the industry.

Scott, co-chair of the firm's&nbsp;Cannabis&nbsp;practice, has established himself as a leading cannabis industry attorney with a nationwide client base that includes investors, lenders, cultivation and dispensary operators, investment funds, and family offices. His practice covers capital raises, mergers and acquisitions, investment structuring, regulatory compliance, and general counsel. He has handled major transactions, including institutional lending, complex business combinations, equity financings, and asset acquisitions. Scott also works on cannabis industry insolvencies and restructurings, including pioneering receivership cases. He regularly advises on regulatory issues, including state cannabis laws and emerging psychedelics legislation.

Frank, co-chair of the firm's Cannabis practice and Boston office, is nationally renowned for his pioneering work with the cannabis industry—he was one of the first prominent corporate lawyers to enter the cannabis industry in 2012. From there he co-founded and led one of the first major cannabis business practices at a corporate law firm and has been at the forefront ever since. Over the years, Frank has developed a national practice for this fast-growing industry, assisting with such matters as business formation and corporate structuring, capital raising, and mergers and acquisitions, and&nbsp;has been at the forefront of cannabis restructuring and receiverships. With a strong background in finance and business operations, Frank also negotiates complex business deals for clients across a broad base of sectors, including mergers, acquisitions, sales, syndications, loans, restructuring, and equity investments. He works as outside general counsel to businesses throughout the world.

Shane, a partner in the <a href="/services-and-industries/litigation/business-litigation/" id="18541">Business Litigation</a> group, counsels clients on federal regulatory issues involving a number of industries, including energy, pharmaceuticals, controlled substances, aviation, and agriculture. A former law clerk to federal judges on the D.C. Circuit, the Fifth Circuit, and the D.C. District Court, Shane brings unique insight and strategic thinking to assist clients facing complex regulatory issues. Shane has argued cases in the U.S. Courts of Appeals, securing landmark results—including exposing a secret legal opinion that blocked cannabis research for decades. He litigates matters involving federal and state agencies under key statutes like the Administrative Procedure Act and Controlled Substances Act. Clients rely on Shane to navigate and reshape regulatory frameworks. He works with agencies such as the DEA, FDA, DOJ, and SEC to develop creative solutions to complex challenges.
