Blank Rome partners Lamiya N. Rahman and Stephen C. Zumbrun have been named 2026 Rising Stars by Law360, an annual distinction recognizing attorneys under 40 whose professional accomplishments and impact on the legal industry exceed expectations for their years in practice.
Lamiya was selected as one of only five attorneys nationwide in the Energy category. Her practice focuses on the federal regulation of the natural gas, power, and oil industries, as well as related litigation and transactional matters. She represents a variety of clients, including producers, end users, gas and power marketers, distribution utilities, and transmission providers in matters primarily involving federal agencies, such as the Federal Energy Regulatory Commission, Commodity Futures Trading Commission, and Department of Energy.
Recognized as one of just four attorneys nationwide in the Environmental category, Stephen is an energy, environmental, health, and safety attorney. He represents clients in complex environmental and energy litigation, as well as federal and state agency enforcement actions. In addition, Stephen advises clients on environmental permitting and licensing matters involving the Environmental Protection Agency and state agencies, and on compliance with regulations administered by the Occupational Safety and Health Administration, Department of Transportation, and Pipeline and Hazardous Materials Safety Administration.
