Newmark</a> will serve as a panelist at the Council on State Taxation’s (“COST”) <a href="https://www.cost.org/events/2026_salt_basics_school/">2026 SALT Basics School</a>, which will be held May 17 through 22, 2026, in Atlanta, Georgia.

The COST SALT Basics School provides a comprehensive basic state and local tax (“SALT”) education forum via three basic tracks for the SALT professional: 1) a SALT concepts track, covering income tax and sales tax theory and concepts; 2) a sales tax track, covering sales tax concepts and compliance; and 3) an income tax track, covering income tax concepts and compliance. Emphasis is placed on student participation in group discussions.

Mitchell’s session, “Restrictions on a State’s Ability to Tax,” is scheduled for Thursday, May 21, from 10:15 a.m. to 12:00 p.m., and the panel will review the various restrictions on a state’s ability to impose taxes, such as constitutional restrictions, federal legislation, and judicial pronouncements.
