Richard Conway focuses his practice on issues primarily related to information technology hardware, software, systems and services, technology development and production, qui tam litigation, healthcare matters, engineering services, and the development and lease of buildings and space for the U.S. government.

He has represented hardware manufacturers, software vendors, systems integrators, developers and lessors, specialty contractors, and providers of related services. He has litigated in virtually every forum available to government contractors, including the U.S. Federal District Courts, U.S. Courts of Appeal, the U.S. Court of Federal Claims, the Armed Services Board of Appeals, the Civilian Board of Contract Appeals, the U.S. Government Accountability Office, and state courts nationwide.

Mr. Conway has litigated on behalf of, and counseled clients concerning, matters involving defective specifications, improper contract awards, illegal governmental bias, superior knowledge, rights in technology and technical data, improper contract terminations for default, lease payment disputes, subcontract issues, technology concerns, suspension and debarment matters, and breach of contract. He has represented contracts clients in all forms of government contract litigation, including protest and/or disputes litigation resolution.

Additionally, Mr. Conway has successfully sought and obtained a wide variety of relief for clients, including injunctive relief, directed contract awards, reversal of improper contract default actions, termination of threatened or actual suspension/debarment proceedings, award of damages, and declarations of rights.

From 1972 through 1976, Mr. Conway was an attorney-adviser in the Procurement Law Group of the Office of General Counsel, U.S. General Accounting Office (now Government Accountability Office), concentrating on government procurement matters. While at the GAO, he was responsible for preparing recommended bid protest decisions for the Comptroller General and also served as counsel to various GAO audit groups investigating Department of Defense and Department of Energy procurement matters.

From 1976 through 1978, Mr. Conway served as a Division Counsel for SYSCON, Inc., a nationally recognized, Washington, D.C.-based, IT and RDT&E defense contractor. While at SYSCON, he advised corporate officials on a variety of IT, cost/price, and technology issues.
