William B. Shields

Biography

Bill Shields has 44 years experience in criminal and white collar defense and investigative matters, with a focus on representing individuals in state and federal criminal investigations and prosecutions of securities fraud, antitrust and Foreign Corrupt Practices Act (“FCPA”) violations, health care fraud, tax evasion, and public corruption. 

Bill spent 15 years in public service, four as an Assistant District Attorney in the New York County District Attorney's Office, and 11 as a Special Assistant Attorney General in the Office of the New York State Deputy Attorney General for Medicaid Fraud Control.

Bill was a co-honoree of The Constitution Project’s 7th Annual Constitutional Champions Gala (April 24, 2014, Washington, D.C.) for the investigation and reporting in the Senator Ted Stevens case.

Experience

  • Acquittal of a bank president/lawyer charged with a conspiracy and scheme to defraud after a six-month jury trial in the New York County Supreme Court.
  • Dismissal of an indictment charging a congressman with tax evasion and mail fraud during the government’s case-in-chief on the government’s motion in the District Court for the Eastern District of New York.
  • Successful appeal of a money laundering conviction in the U.S. Court of Appeals for the Ninth Circuit.
  • Conducted a two-year investigation ordered by the U.S. District Court for the District of Columbia of the conduct of six federal prosecutors during the investigation and trial of U.S. Senator Ted Stevens and co-authored a 514-page published report of the investigation, including its findings and conclusions.
