Rachel D. Evans

Rachel D. Evans focuses her practice on international trade matters.

Rachel has advised on matters arising under U.S. export control, import, sanctions and foreign investment laws, including the Export Administration Regulations (“EAR”), the International Traffic in Arms Regulations (“ITAR”), import and customs regulations issued by U.S. Customs and Border Protection (“Customs” or “CBP”), and sanctions regulations issued by the U.S. Department of the Treasury’s Office of Foreign Assets Control (“OFAC”).

Rachel’s work extends to assessment of export compliance issues, preparation of export licensing requests, analysis of tariff risk and exposure, international trade-related due diligence on mergers and acquisitions, submission of voluntary self-disclosures to the U.S. Department of State’s Directorate of Defense Trade Controls (“DDTC”), preparation of responses to Requests for Information issued by CBP, and filings before the Committee on Foreign Investment in the United States (“CFIUS”).

Rachel also has experience in antidumping ("AD") and countervailing ("CVD") duty investigations.

Rachel previously served as a Summer Associate for Blank Rome. During law school at the University of Texas, she was a National Security Law Fellow and a Cybersecurity Fellow with the Strauss Center for International Security and Law.

Rachel completed her undergraduate studies at the University of Texas where she earned a Bachelor of Arts, majoring in Religious Studies, and a Bachelor of Science in Communication Sciences and Disorders.
