Jennifer L. Carrier

Biography

Jennifer Carrier focuses her practice on political law, including campaign finance, ethics, and lobbying compliance, as well as on government investigations, nonprofit governance, government affairs, and global security. Jen also devotes a significant part of her practice to pro bono counseling.

Political Law

Jen counsels businesses, 501(c) organizations, associations, political action committees, and others in the areas of campaign finance, ethics, lobbying compliance, state election laws, and pay-to-play. She also focuses on registration and reporting requirements under the Foreign Agents Registration Act. And she assists Presidential appointees and political candidates with financial and background disclosures. She provides guidance to clients throughout their interactions with government officials, assesses current compliance issues, and suggests best practices to ensure successful relations with government representatives at the federal, state, and local levels.

Nonprofit Formation and Governance

Jen advises nonprofit organizations regarding formation, corporate governance, obtaining and maintaining tax-exempt status, strategic planning and communications, crisis management, and ongoing legal compliance.

Government Investigations

Jen counsels and represents individuals, corporations, and political organizations in congressional and government investigations. This representation includes drafting testimony, developing crisis management and public relations strategies, conducting internal investigations, preparing clients for interviews and hearings, briefing and negotiating with government officials, managing document requests, and conducting legal research.

Government Affairs

Jen advocates on behalf of clients with Congress, federal agencies, and state and local office holders; develops and implements legislative and strategic initiatives; drafts policy position pieces and legislative language; and conducts legislative and regulatory research.

Global Security Practice

Jen has developed significant experience assisting companies in obtaining liability protections under the SAFETY Act. She has drafted applications for a wide variety of industries, products, and services, such as professional sports leagues, corporate property managers, access control devices, and security guard companies.

Outside the Firm

Jen is on the Board of Directors at Latin American Montessori Bilingual (“LAMB”) Public Charter School in Washington, D.C.

Experience

  • A 501(c)(3) organization focused on voter protection, providing “general counsel” services, including nonprofit governance guidance, tracking of election laws in 50 states, and regular communication with state election officials.
  • A Presidential appointee, guided the individual through the appointment process, including assisting with required financial and background disclosures, such as the Public Financial Disclosure Report (OGE Form 278e), Questionnaire for National Security Positions (SF 86), Office of the President’s Personal Data Statement, and Senate Questionnaire.
  • A private investment firm and related satellite communications company, assisted in response to a number of governmental investigations and oversight inquiries.   
  • A foreign government, advocated on its behalf with Congress and members of the Administration, and provided counsel in connection with strengthening the country’s relationship with the United States.
  • A Fortune 100 company, assisted in obtaining multiple SAFETY Act designations for various access control software and devices.

Professional Activities

Jennifer devotes a significant amount of her practice to pro bono matters, including preparing Humanitarian Parole applications for Afghans seeking safe haven in America, supervising the Election Protection Hotline, and setting up a number of nonprofit organizations.

While in college at the University of Minnesota, Jen served as an intern in the Clinton Administration’s White House Office of Legislative Affairs. That year, she also interned with U.S. Senator Tom Daschle (D-SD). Jen also interned at the Hennepin County Attorney’s Office for now-Senator Amy Klobuchar (D-MN). Prior to attending law school, Jen worked for three years in the press office of U.S. Senator Tom Harkin (D-IA), ultimately as Press Secretary.

At Columbia University School of Law, she was a Harlan Fiske Stone Scholar and served as an article editor and the managing editor for the Journal of Gender and Law. While at Columbia, Jen also worked as an intern at the International Federation of Women Lawyers in Accra, Ghana.
