Frank M. Kaplan


Frank Kaplan has nearly 40 years of complex litigation experience involving class action, securities, insurance, unfair competition, partnership, and professional liability matters at both the trial and appellate levels.

Frank has litigated a multitude of complex coverage disputes, including disputes stemming from claims for directors and officers liability, professional liability, environmental contamination, disparagement of competitor’s products, violation of false claims act statutes, construction defects, trademark, copyright and patent infringement, and violation of constitutional rights.

He is frequently invited to lecture on securities litigation, class action defense, and federal and state procedures, and teaches a course on securities fraud at the University of Southern California School of Law. He has served as an arbitrator for the Los Angeles County Bar Association and the Los Angeles Superior Court, where he also was appointed as a judge pro tem.

Professional Activities

In 2002, California Governor Gray Davis appointed Frank to the California Law Revision Commission, where he served as chairman in 2003. He was reappointed by Gov. Schwarzenegger in 2006 and served as commissioner until 2009.

Frank is actively involved in his community, sitting on the boards of Guardians for the Jewish Home for the Aging and Bet Tzedek, a prominent organization nationally and in Los Angeles, which provides legal services for underprivileged people.
