Conor S. Gilligan

Biography

Conor Gilligan focuses on advising clients in international trade matters, particularly trade remedies, trade agreement negotiations, arbitration, litigation, and regulatory compliance. He also has notable experience with matters in Latin America.

His experience also includes representing a foreign government in a series of international trade disputes, as well as supporting representation of another set of clients in investment treaty arbitrations.

Conor has worked on several pro bono matters, including successfully appealing an adverse Social Security determination before an administrative law judge.

Experience

  • Representing the Government of Canada in the countervailing duty, antidumping duty, and injury cases concerning softwood lumber from Canada.
  • Advising the Government of the United Kingdom on its trade agreement negotiations.
  • Advising the Colombian Federation of Biofuels in the countervailing duty investigation and review concerning ethanol from the United States.
  • Representing the Government of Canada in the countervailing duty case concerning wind towers from Canada.
  • Represented the chief operating officer of an American multinational media conglomerate in a high-profile dispute and resulting litigation regarding defensive measures to a proposed merger.
  • Represented Ukrainian investors in multiple arbitrations against the Russian Federation under the Russia-Ukraine Bilateral Investment Treaty arising out of measures taken after the Russian annexation of Crimea.
