Agencies also suggest that small businesses can team up with others to subcontract and still access the larger, more complex bundled contracts.
But doing so means they might miss out on developing key relationships with agencies. "The erosion of the small-business base may make it harder to find qualified small businesses to meet certain requirements," explains Justin Chiarodo, an attorney at Blank Rome. "If there are fewer participants in a market, it can be harder to align and manage opportunities."
