This article will break down the talk into segments on the continuing resolution that funds the government for the rest of this fiscal year: the House and Senate budget resolutions, the upcoming debt ceiling fight; and, finally, the President&amp;rsquo;s budget request for FY2014. 		<title><![CDATA[The Coast Guard and Maritime Transportation Act of 2012]]></title>

		<description><![CDATA[The Coast Guard and Maritime Transportation Act of 2012 (Pub. L. No. 112-213, December 20, 2012) (the &amp;ldquo;Act&amp;rdquo;) was signed into law by President Obama on December 20, 2012. This legislation represents the first major piece of maritime legislation enacted by Congress since the Coast Guard Authorization Act of 2010 was enacted on October 15, 2010. It authorizes appropriations for the Coast Guard through fiscal year 2014 and for the Maritime Administration through fiscal year 2013. In total, the bill authorizes $17.34 billion for U.S. Coast Guard operations and $296 million for the national security aspects of the Maritime Administration. Specifically, the Act is divided into&amp;nbsp;seven titles as follows:]]></description>

	On December 12, 2011, the Maritime Administration (&amp;ldquo;MARAD&amp;rdquo;) issued a Notice of Small Shipyard Grant Program, which will provide for financial assistance to small shipyards (the &amp;ldquo;Grant Program&amp;rdquo;).&amp;nbsp; &amp;nbsp;For 2012, there is a total of $9,980,000 available for grants to be used for capital improvements and related infrastructure improvements for eligible shipyards.&amp;nbsp; All applications must be received by MARAD no later than 5 p.m. EST on January 17, 2012.&amp;nbsp; MARAD intends to award the grants by March 18, 2012.&amp;nbsp; The Notice can be accessed here.&amp;nbsp;]]></description>

		<description><![CDATA[It has been more than 16 months since the Deepwater Horizon incident on April 20, 2010 which resulted in the deaths of 11 and injuries to 17 men working on the platform and the discharge of approximately five million barrels of oil. The well was finally capped on July 15, 2010 yet the Joint Coast Guard and Bureau of Ocean Energy Management Regulation and Enforcement (BOEMRE) Investigation final report (Joint Investigation) has not been completed and released to the public. In addition, Congress continues to wait until the final results are released to make its own assessment of what legislation should ultimately be enacted and the complex litigation will be with us for years.]]></description>
