Charles E. Wagner, Jr.: Chemical Security
Overview: This chapter contains a brief outline of existing statutory authorities related to safety and security at chemical plants, particularly with respect to accidental releases. These authorities include the Clean Air Act (CAA), the Emergency Planning and Community Right-to-Know Act (EPCRA), and the Resource Conservation and Recovery Act (RCRA).

Jonathan K. Waldron: Maritime Transportation Security
Overview: An analysis of the Maritime Transportation Security Act of 2002. This landmark legislation establishes, among other things, a series of regulatory requirements including a security infrastructure to protect U.S. ports from terrorist activities. The legislation seeks to deter terrorists attacks against vessels and facilities and includes requirements to prepare security plans.
