Barbara Linney has been advising U.S. and foreign clients on international trade and business issues for nearly 20 years. Ms. Linney regularly advises clients regarding:
- U.S. export controls administered by the Directorate of Defense Trade Controls, Department of State (DDTC), and the Bureau of Industry and Security, Department of Commerce (BIS)
- defense security requirements imposed by the Defense Security Service of the Department of Defense, including facility and personnel clearance requirements, Special Security Agreements, and Proxy Agreements
- international economic sanctions administered by the Office of Foreign Assets Control of the Department of the Treasury (OFAC)
- domestic and international corporate transactions, including mergers, acquisitions, and financings; joint ventures; and distribution agreements
- proposed acquisitions under review by the Committee on Foreign Investment in the United States
- Foreign Corrupt Practices Act and anti-boycott regulations
- legislative and regulatory developments affecting international business and transactions
- design and implementation of trade and security compliance programs
- investigation of possible violations of international trade and business laws
- preparation of voluntary disclosures to DDTC, BIS, and OFAC
- defense of alleged civil and criminal violations of trade and security laws and regulations
Ms. Linney is frequently invited to speak on international trade and business issues. During the past year, she participated in a panel discussion at Georgetown University's 2008 Annual Women's Forum entitled "Enforcement Across Borders: Representing Global Corporations in Government Proceedings" and addressed ACI's National Forum on Export Enforcement & Investigations (January 2009) and the Marine Machinery Association on export compliance (May 2009). In addition, Ms. Linney is also the author of numerous articles on international trade and business issues.
Ms. Linney is an active member and a past President of the Association of Women in International Trade, Inc. (WIIT-DC) and serves as pro bono general counsel to WIIT and Women in Federal Law Enforcement, Inc. (WIFLE) Ms. Linney was the recipient of WIIT's Lifetime Achievement Award in 2006 and the WIFLE Executive Committee's Award for 2007. Ms. Linney is an active member of the Society for International Affairs.
