Jennifer L. Carrier

Jennifer L. Carrier focuses her practice on political law, including campaign finance, ethics, and lobbying compliance, as well as on government investigations, global security, and government affairs. Ms. Carrier also devotes a significant part of her practice to pro bono counseling.

Political Law

Ms. Carrier counsels businesses, associations, political action committees, and others in the areas of campaign finance, ethics, and lobbying compliance. She provides guidance to clients throughout their interactions with government officials, assesses current compliance issues, and suggests best practices to ensure successful relations with government representatives at the federal, state, and local levels.

Congressional Investigations

Ms. Carrier counsels and represents individuals and corporations in congressional investigations. This representation includes managing document requests, developing strategies, researching, and drafting testimony.

Global Security Practice

Ms. Carrier has developed significant experience assisting companies in obtaining liability protections under the SAFETY Act. She has helped draft applications for a wide variety of products and services, such as access control devices and security guards. Ms. Carrier also tracks regulations and guidelines and counsels clients on various global security matters, such as Chemical Facility Anti-Terrorism Standards.

While in college in 2000, Ms. Carrier served as an intern in the Clinton Administration’s White House Office of Legislative Affairs. That year, she also interned with U.S. Senator Tom Daschle (D-SD). Prior to attending law school, Ms. Carrier worked for three years in the press office of U.S. Senator Tom Harkin (D-IA), ultimately as Press Secretary. She also worked as an intern at the International Federation of Women Lawyers in Accra, Ghana, in the summer of 2006.

At Columbia University, she was a Harlan Fiske Stone Scholar and served as an article editor and the managing editor for the Journal of Gender and Law.


Ms. Carrier devotes a significant amount of her practice to pro bono matters, including federal relations activities for Friends of Sound Horses and Canine Companions for Independence. She also assists clients at the DC Superior Court’s Landlord Tenant Resource Center.
