Frederick Ikenson concentrates his practice on customs and international trade matters and disputes.  Mr. Ikenson has more than 30 years of experience representing a wide range of clients in areas such as:

  • antidumping, countervailing duty, and escape clause proceedings
  • customs controversies—classification, valuation, and country of origin questions of imported merchandise
  • compliance system development—importers, manufacturers, and exporters
  • litigation—U.S. Supreme Court, federal trial and appellate courts, including U.S. Court of International Trade and U.S. Court of Appeals for the Federal Circuit
  • congressional committees—testimony on administration of customs laws, trade law remedies, and judicial nominations
  • government agency representation—Bureau of Customs and Border Protection; Federal Trade Commission; International Trade Commission; U.S. Trade Representative; and Departments of Agriculture, Commerce, Homeland Security, Justice, Labor, State, and Treasury

Mr. Ikenson has served as a member of the board of the Customs and International Trade Bar Association and as the chairman of its Judicial Selection Committee for eight years. He has also served as a member of the Advisory Committee on Rules of the U.S. Court of International Trade and of the Industry Policy Advisory Committee (advising the Executive Office of the President on the Uruguay Round and North American Free Trade Agreements).

REPRESENTATIVE MATTERS

  • Remission of indirect taxes on exports held not countervailable subsidy by the U.S. Supreme Court.
  • International Trade Commission required to consider import volume, price effects, and impact on domestic industry in each unfair trade case.
  • Solid-state watch module held not to be watch movement for tariff purposes.
  • Secretary of Treasury enjoined from relieving certain imports of dumped tapered roller bearings from antidumping duties.
  • Negative import injury determination on portable electronic typewriters from Japan remanded to the International Trade Commission.
  • Negative countervailing duty determination on float glass from Italy reversed.
