Edward Farrell concentrates his practice on international trade and customs matters, with particular emphasis on agricultural products and antidumping, countervailing duty, and escape clause investigations.  Mr. Farrell has extensive experience counseling clients in the following areas:

  • International Trade Commission—antidumping and countervailing duty cases, representation of parties in cases brought under Sections 332 and 337 of the Tariff Act of 1930, and Section 201 of the Trade Act of 1974
  • International Trade Administration—antidumping and countervailing duty investigations, reviews, and related matters
  • Litigation—customs and unfair trade issues before the U.S. Court of International Trade and the Court of Appeals for the Federal Circuit; federal trial and appellate court practice in trade-related matters
  • Export control—compliance with U.S. Department of Commerce, State Department, and Treasury Department regulations
  • Bureau of Customs and Border Protection—product classification and valuation, penalty and fraud matters
  • Department of Agriculture and FDA—food regulatory matters
  • Other U.S. agencies and departments—U.S. Trade Representative, Department of Justice

Mr. Farrell regularly appears before Congress on agricultural trade issues and is on the U.S. NAFTA Chapter 19 Roster of Panelists to hear disputes under the trade remedy laws.  Mr. Farrell was awarded the New Zealand Sesquicentennial Medal by then New Zealand Prime Minister Mike Moore for his contribution to U.S. / New Zealand trade relations.
