David Pepper concentrates his practice in commercial litigation, public law, and appellate litigation, and has nearly 10 years of experience serving in various elected public positions.
As a former Cincinnati City Council member and Hamilton County Commissioner, Mr. Pepper navigated through major fiscal challenges by reforming operations and management practices, cutting costs dramatically, sharing and consolidating services among neighboring jurisdictions, reducing property tax rates, and kickstarting stalled economic development efforts. At the same time, he navigated the City and County through major legal challenges and complex litigation.
Pepper served on the Board of the County Commissioners Association of Ohio (CCAO) and chaired the CCAO’s Metropolitan County Committee.
He was named one of Cincinnati Business Courier’s“40 Under 40.” Mr. Pepper has been recognized by Cincy Magazine as one of Cincinnati’s “Power 100.”
In 2009 Mr. Pepper was selected as an Aspen Institute-Rodel Fellow.
Pepper also teaches election law at the University of Cincinnati School of Law.

Mr. Pepper has received numerous awards for his contributions to the community. He serves on the board of the Greater Cincinnati YMCA, and the Talbert House, one of the area’s largest nonprofit organizations.
